Founder & Principal
Meet Patricia Walker.
Patricia Walker is the founder and principal of Luna Verde Consulting. Her work sits at the intersection of organizational operations, regulatory implementation, workforce development, education, and stakeholder engagement.
Throughout her career, Patricia has worked in the difficult space between an idea and its successful execution. An organization may have a license, strategic plan, policy, program concept, or goal; it still needs to determine how the work will function in practice. Patricia helps build that bridge.
Her experience includes launching and stabilizing regulated operations, translating requirements into policies and procedures, developing workforce and educational programming, coordinating cross-functional projects, building accountability systems, supporting government and municipal processes, and helping leadership teams move complex priorities forward.
She combines operational detail with strategic perspective, working within regulations, documents, workflows, and reporting systems while staying attentive to the people and organizational realities that determine whether implementation succeeds.
“I build the structure between what an organization intends to do and what its people must be able to carry out every day.”
A consistent approach
The work has changed. The through-line has not.
Patricia’s career has crossed regulated business, higher education, workforce development, nonprofit leadership, community development, and government-supported programming. Across each setting, the questions are familiar: What requirements matter? What systems and training are needed? Who owns each step? How will progress, risk, and accountability be managed? What will help the work last beyond launch?
Answering those questions—and helping organizations act on the answers—is the foundation of Luna Verde Consulting.

Career in context
Four chapters. One practical purpose.
Foundation
Community development and mission-driven leadership
Patricia developed a foundation in community development, institutional relationships, fundraising, philanthropy, and nonprofit leadership. That work showed how funding, programs, contracts, community needs, government relationships, and organizational capacity must work together.
At Isles, she served as Chief Development Officer, with responsibilities including contract management, government relations, development strategy, institutional relationships, and mission-driven organizational support.
Regulated operations
Learning implementation from the ground up
Patricia began working in cannabis in Southern California in 2008, before many of today’s formal systems and regulatory structures existed. Her experience grew from day-to-day operations into business development, organizational management, licensing, compliance, workforce systems, purchasing, risk management, and executive leadership.
Working inside an emerging, highly regulated industry meant translating evolving rules, operational needs, public expectations, and business realities into systems teams could use. That experience became a foundation for her broader implementation practice.
Education & workforce
Turning complex information into practical learning
Patricia’s work expanded into higher education, workforce development, curriculum design, and professional instruction. She served as Director of Development and an adjunct instructor at Stockton University, developed course content for Delaware Valley University, led programs and instruction for Cannabis Certified, and supported workforce programming through the New Jersey Business Action Center Cannabis Training Academy.
This work strengthened her ability to turn complex regulatory and operational material into useful, accessible instruction for participants with different backgrounds and levels of experience.

Working principles
The principles behind the work.
Clarity creates accountability.
People cannot reliably carry out work when responsibilities, expectations, and decision authority remain unclear.
Compliance must function in practice.
A policy or SOP is useful when it reflects real operations and can be understood, followed, documented, and reviewed.
Implementation is its own discipline.
Approving a plan is not the same as organizing the people, systems, sequence, and follow-through needed to complete it.
Organizations should not depend on one person’s memory.
Strong documentation, communication, and knowledge systems protect continuity and reduce operational risk.
Mission and operations must support each other.
Values matter most when they are reflected in decisions, systems, partnerships, and daily practices.
Working together
What it is like to work with Patricia.
Patricia works best with leaders and organizations that value clarity, candid communication, thoughtful planning, and practical follow-through.
Direct but collaborative
She identifies problems clearly while working with the people responsible for solving and sustaining them.
Detailed without losing the larger goal
She moves between regulations, documents, workflows, data, people, and organizational priorities without treating them as separate problems.
Independent and accountable
She takes ownership of complex work while maintaining clear communication, documentation, and decision points.
Calm in complicated environments
Her experience includes launches, regulatory demands, organizational change, competing priorities, and work where structure must be built while the work is underway.
Focused on usable outcomes
Engagements are designed to leave organizations with practical systems, materials, decisions, and next steps—not simply recommendations.
Why Luna Verde
Support for the work between strategy and execution.
Luna Verde was created to provide the kind of support organizations often need but struggle to define.
The work may sit between strategy and operations, regulation and implementation, leadership and staff execution, or program design and day-to-day delivery. It may be too complex for a generic template, too cross-functional for one department, or too temporary to justify a permanent executive hire.
Luna Verde steps into that space with practical leadership, organized thinking, strong documentation, and respect for the people who must carry the work forward.
Not generic advice. Not undefined operational coverage. Clearly scoped support for complex organizational work.
Cross-sector perspective
Experience that extends beyond cannabis.
Cannabis is an important part of Patricia’s professional history. It is where she developed deep experience in regulation, licensing, operational launch, compliance, workforce systems, public policy, and stakeholder coordination.
Those capabilities apply wherever organizations must interpret complex requirements, build reliable systems, coordinate stakeholders, educate people, manage risk, and turn plans into practice.
Luna Verde brings that experience to regulated businesses, public-sector contractors, nonprofits, associations, educational programs, professional-services firms, and other mission-driven organizations.
A working belief
Built with purpose.
Patricia believes organizations can be both structured and human. Clear systems should support people rather than create unnecessary bureaucracy. Compliance should protect an organization rather than exist only as a collection of documents. Education should help people act with greater confidence. Leadership should create clarity rather than confusion.
That perspective shapes every Luna Verde engagement.
Start with a conversation
